Foreign ministers from seven Arab and Islamic-majority countries have met in Turkiye’s largest city Istanbul to discuss the possibility of establishing an international stabilisation force in Gaza, as well as the ceasefire in the territory.

One of the aims of the meeting on Monday was to get the countries closer to establishing the force, which would help maintain the ceasefire in the Palestinian enclave, which has been on rocky ground since it came into effect on October 10.

In that time, Israel has repeatedly violated the ceasefire, including last week when it launched another round of deadly attacks, killing more than 100 people – including 46 children – before “resuming” the ceasefire. In total, at least 236 Palestinians have been killed by Israel in Gaza since the ceasefire began.

Foreign ministers from Qatar, Saudi Arabia, the United Arab Emirates, Jordan, Pakistan, and Indonesia attended the meeting alongside their Turkish counterpart. Some of them may contribute troops to a stabilization force.

Here’s what you need to know.

that is the status of the Gaza international stabilisation force?

Turkish Foreign Minister Hakan Fidan addressed reporters after the meeting, and said that conversations were still ongoing over the proposed international force for Gaza, which was included in United States President Donald Trump’s 20-point Gaza peace plan.

The body, which is expected to manage security inside the Gaza Strip, is still unformed and its responsibilities have still not been publicly defined.

Fidan said that the countries attending the meeting would “decide, based on the contents of this definition, whether to send soldiers or not”.

Several countries involved in Monday’s meeting have previously called for a United Nations Security Council resolution establishing the force if they are to be involved. And the potential members of the force want its mandate to be clearly defined.
They had previously had what Turkish President Recep Tayyip Erdogan described as a “fruitful” meeting on the topic with Trump in late September.

What is preventing the formation of the international force?

There is still a fundamental lack of trust between the Arab and Islamic countries involved and Israel. This is largely a result of Israel’s actions since the ceasefire began, and its continued attacks on Gaza.

Until now, Israel has largely failed to meet its end of the ceasefire deal. In addition to those killed, hundreds more have been wounded. Israel is also not allowing Palestinians in Gaza to rebuild their homes, or permitting the agreed-upon number of aid trucks to enter the besieged enclave.

For its part, Israel claims Hamas has not returned the bodies of dead captives quickly enough. Hamas, however, says the work is complicated because of the huge amount of rubble created by Israeli attacks and because Israel destroyed most of the heavy equipment that is needed to search for bodies during its war on Gaza. Hamas also points out that, since the ceasefire began, Israel has blocked new machinery from entering the Strip.

Fidan said that Israel was making excuses to try and end the ceasefire and that the Israelis are not meeting their obligations under the agreement, adding that this was the joint viewpoint of the meeting’s attendees.

He also called on Israel to stop its regular ceasefire violations and to allow access to humanitarian aid in Gaza – another topic that was discussed at the meeting.

The proposed stabilisation force members are essentially worried that they are being asked to send troops to Gaza when it is not certain that Israel is fully committed to the ceasefire. The international forces’ soldiers would therefore be in a situation where they are at risk of being attacked, and policing on the ground while Israel continues to bomb.

What is the Turkish position on the ceasefire?

Fidan said that there are still major differences between Hamas and Israel that may not be resolvable in the short term, but that Turkiye is working towards peace.

Erdogan has been highly critical of Israel’s numerous violations of the ceasefire.

“We all see that Israel’s record on this matter is very poor,” Turkiye’s president said in remarks picked up by Turkish state news agency Anadolu.

“We are facing an administration that has massacred over 200 innocent people since the ceasefire agreement and continues its occupation and attacks on the West Bank,” Erdogan added.

“We cannot allow the annexation of the [occupied] West Bank, the changing of Jerusalem’s status, or attempts to damage the sanctity of the Al-Aqsa Mosque.”

How are relations between Turkiye and Israel?

Turkiye has a long history of relations with Israel – it was the first Muslim-majority state to recognise it in 1949.

But ties between the two countries hit an all-time low as a result of the war on Gaza, in which Israel has killed nearly 69,000 Palestinians.

Erdogan has heavily criticised Israel’s actions during the war, while some analysts believe Israel may be trying to build support for a future attack on Turkiye.

Turkiye has been crucial in ceasefire negotiations by encouraging Hamas to accept Trump’s peace plan.

It has also offered to take part in the international force for Gaza, but Israeli officials – including Prime Minister Benjamin Netanyahu and Foreign Minister Gideon Saar – are adamant that their country won’t accept a Turkish presence in Gaza.

The people were killed in two separate incidents Monday morning, both times “by Israeli gunfire as they were returning to check on their homes in the al-Shaaf area, east of al-Tuffah neighborhood, in the east of Gaza City,” said Mahmoud Bassal, spokesman for the rescue service.
Israel’s military said it had fired at militants who crossed the so-called “Yellow Line” and approached troops in the Shujaiya neighborhood, which is adjacent to al-Tuffah.

The Yellow Line is the boundary behind which Israeli troops pulled back and remain stationed under the ceasefire agreement with Hamas.

Several such incidents have taken place since a fragile US-brokered ceasefire began on October 10, with 80 people killed in total, according to the Gaza health ministry.

The Israeli military struck dozens of Hamas positions across Gaza on Sunday after two soldiers were killed in combat, with Israel accusing the group of “a blatant violation” of the truce.

Hamas denied knowledge of any attack, and one official accused Israel of fabricating “pretexts” to resume the war.
Hundreds of thousands of Palestinians have returned to Gaza’s north since the beginning of the ceasefire, often coming home to piles of rubble where their homes once stood.

The sanctions, however, do not currently have enough support among the EU’s 27 member countries to pass. The proposals announced on Wednesday also included suggested sanctions on “extremist” Israeli ministers and violent settlers as well as on Hamas.

Kaja Kallas, the EU’s foreign policy chief, urged the member nations to increase tariffs on some Israeli goods and impose sanctions on 10 Hamas leaders, Israeli settlers, and two far-right members of Prime Minister Benjamin Netanyahu’s Cabinet: National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich.

The commission also said it was pausing its bilateral support to Israel with the exception of support to civil society and Yad Vashem, the World Holocaust Remembrance Center.

“The proposals follow a review of Israel’s compliance with Article 2 of the Agreement, which found that actions taken by the Israeli government represent a breach of essential elements relating to respect for human rights and democratic principles. This entitles the EU to suspend the Agreement unilaterally,” the commission said.

“Specifically, this breach refers to the rapidly deteriorating humanitarian situation in Gaza following the military intervention of Israel, the blockade of humanitarian aid, the intensifying of military operations and the decision of the Israeli authorities to advance the settlement plan in the so-called E1 area of the West Bank, which further undermines the two-state solution,” it added.

European Commission President Ursula von der Leyen said: “The horrific events taking place in Gaza on a daily basis must stop. There needs to be an immediate ceasefire, unrestrained access for all humanitarian aid and the release of all hostages held by Hamas.”

“Reflecting these principled commitments and taking into account serious recent developments in the West Bank, we propose to suspend trade concessions with Israel, sanction extremist ministers and violent settlers, and put bilateral support to Israel on hold without affecting our work with Israeli civil society or Yad Vashem,” von der Leyen added.

Late last month, foreign ministers from across the EU tussled in Denmark’s Copenhagen over what action to take in response to Israel’s punishing war on Palestinians in the Gaza Strip and heavy crackdown in the occupied West Bank as the bloc’s aid chief urged them to “find a strong voice that reflects our values and principles”.

Growing numbers of protesters have taken to the streets across Europe in recent months to demand action from their governments to pressure Israel to end its war on Gaza, which a United Nations inquiry on Tuesday found to be genocide.

But the EU so far has failed to agree on a unified course of action to pressure Israel to end its bombardment and blockade of Gaza.

Some member states such as Spain and Ireland have called for economic curbs and an arms embargo against Israel while others, including Germany and Hungary, have pushed back against efforts to sanction the Israeli government.

Starvation deaths are climbing daily in Gaza, as Israel’s 22-month blockade and relentless attacks drive a man-made famine into homes and tents.
As of August 17, the known number of people who have starved to death in Gaza, according to the Palestinian Health Ministry there, reached at least 263 people, including 112 children.
On August 14, more than 100 aid organizations, including prominent groups such as Oxfam, Doctors Without Borders (MSF), Amnesty International, and the Norwegian Refugee Council (NRC), condemned Israel’s weaponization of aid, saying it was obstructing life-saving assistance from entering Gaza.
Vast quantities of relief supplies are stranded in warehouses across Jordan and Egypt while Palestinians continue to starve. On Monday, rights group Amnesty International accused Israel of enacting a “deliberate policy” of starvation in Gaza and of “systematically destroying the health, wellbeing and social fabric of Palestinian life”.
“It is the intended outcome of plans and policies that Israel has designed and implemented, over the past 22 months, to deliberately inflict on Palestinians in Gaza conditions of life calculated to bring about their physical destruction – which is part and parcel of Israel’s ongoing genocide against Palestinians in Gaza,” Amnesty said.
Gaza has always been dependent on aid, given an Israeli blockade that has been imposed since 2007.
Before October 7, 2023, about 500 aid trucks entered daily, nearly 15,000 a month. Since then, deliveries have fluctuated drastically, rarely reaching pre-war levels needed to sustain the territory’s 2.3 million residents.
